Abstract

Green Card, the government-subsidized health insurance in Turkey, was first introduced in 1992 and its coverage was expanded in 2005. Following the expansion, low-income households without any health insurance were given the opportunity to receive outpatient services in addi- tion to inpatient services. The purpose of this change was to protect low-income families against the impoverishing effects of health expenditures. However, one of the eligibility conditions for the Green Card is not to hold any social security insurance which would generate disincentive for formal employment. In this study, we analyze whether the expansion in the benefit package of Green Card affected the likelihood of members of low-income families to hold informal jobs. In our analysis, we make use of the required condition to be eligible to hold a Green Card: per person income in a household should be below one-third of the minimum wage. We use regression-adjusted diffe rence-in-differences estimation method in order to derive causal analysis. Households who are just below and above the income threshold differ by their eligibility status for the program. Hence, the probability of informal employment among the members of these households would be due to the program’s eligibility criteria. We also expect to observe an increase in the difference of the labor market outcomes of individuals below and above the threshold before and after 2005—the expansion year—which can be interpreted as the impact of the expansion policy. Difference-in- differences analysis compares the difference between the household above and below the eligibil- ity threshold (first difference) before and after 2005 (second difference) which can be interpreted
