Abstract

One of the most intensive debates in the political theory is the question of which models of democracy might be convenient for countries with the mere existence of radical differences. Syria, which includes many different subcultures and its own demands, has been undergoing a civil war since 2011, largely due to administrative problems. The situation at the same time has paved the way for the debate on democracy for Syria. In this study, the consociational model of democracy was evaluated through the social, political and historical structure of Syria and the possible risks and opportunities of the model for the country were tried to be put forward. In this work, relevant democracy theory is primarily examined in detail and historical structure of Syria is investigated. Then the political and social texture of Syria is analyzed, which is followed by the investigation of the current process generally through the scanning the media news and the use of relevant personal interviews. A model of consociational democracy for the future of Syria; describes a system that emphasizes power-sharing on the basis of a broad coalition cabinet with federal or decentralized government, strong bi-parliaments and other institutions in a multiparty system with a proportional electoral system. As a result, this model also has many risky aspects such as deepening of the divisions in the country and being dysfunctional due to the cumbersome nature of the new system. however, it is inevitable to deploy consociational instruments by taking into consideration the intellectual resources of the society. Some of the characteristics of the consociational model, such as the elites in the country being effective and negotiating to reach a compromise, can be used for the continuation of peace and stability in the future Syria.
