Abstract

The aim of this article is to test if it might be public finance sustainability in Turkey, in 1981-2005 periods and to measure domestic debt sustainability with the aid of budget constraint equity. The article explains that Turkey enter into new stage in public finance after 2000 and compares characteristics of new stage to characteristics of previous stages. Findings of this study show that the problem is on the financial constraint rather than expenditure constraint. The government gets into debt more than real operational deficit. This article claims that fiscal consistency and sustainability can be obtained by policies aiming at restrain borrowing. The main task is to do fiscal policy change restraining financial constraint. It is suggested the restriction at internal-external borrowing, monetization and public deficit.
