Abstract

In Turkey, most of the local services are provided by municipalities. Nevertheless, municipalities do not posses revenue sources that would support local services. Thereby municipalities frequently use debt in order to solve their financing problems. Although municipal bonds is a method of obtaining financing sources from capital markets, municipalities do not issue municipal bonds. However, local goverments in the USA have succesfuly issued municipal bonds for a long time. Thus, some lessons would be learnt from the USA example in order to understand what to do in Turkey. The arrangements that create demand for US local govenrment bonds are tax exemption for the interest income of municipal bond owners and practices for mitigating default risk of municipal bonds. We would suggest similar arrangements for succesful municipal bond issues in Turkey.
