Turkish workers, who emigrated to Germany within the process that begun with the signing of the TurkishGerman Employment Agreement in 1961, initially for limited periods, formed after fifty years a Turkish community with a population of 3 millions. Turkish community was confronted with existing covert and latent xenophobic convictions, attitudes and behaviours and several times with increasing racist violence in this country, also through political, economic and social causes that affected the country in the past thirty years. The murder of eight Turkish citizens, a Greek citizen and a German citizen by a racist terror organization in the last 10-12 years, that was recently reflected to the public and the suspicion of the possible involvement of some German state officials in the background, show the gravity of the situation. Despite this situation that threatens public peace, policies to solve the problems are not designed and populism is beeing instigated through culturalistic integration approaches and policies by the political establishment. 1961 yılında Türkiye ile Almanya arasında bağıtlanan İşgücü Sözleşmesi ile başlayan süreçte Türkiye’den Almanya’ya başlangıçta sınırlı süreyle giden Türk işçileri geçen elli yılın sonunda bu ülkede nüfusu yaklaşık olarak 3 milyonu bulan bir Türk toplumunu oluşturmuştur. Almanya’daki Türk toplumu, son otuz yılda Almanya’yı etkileyen siyasal, ekonomik ve sosyal nedenlerin de etkisi ile toplumun içinde açık ve gizli olarak varlığını sürdüren zenofobik kanaat, tutum ve davranışların yanısıra birçok defa bu ülkede artan ırkçı şiddete maruz kalmıştır. En son kamuoyuna yansıyan ve geçen 10-12 yıllık süre zarfında sekizi Türk on kişinin ırkçı bir terör örgütü tarafından katledilmesi olayı ve bu olayın arkaplanında bazı Alman devlet görevlilerinin de bulunabileceği kuşkusu durumun vahametini ortaya koymaktadır. Almanya’da toplumun huzurunu da tehdit eden bu duruma karşın sorunların ortadan kalkmasına yönelik siyasetler oluşturulmamakta, siyaset kurumu kültüralist entegrasyon yaklaşımları ve politikaları nedeniyle populizmin körüklenmesine yol açmaktadır. Mevcut durumun değişmesi bu yaklaşım ve politikaların değişmesi ile demokratik katılımcılığın gelişmesine bağlıdır
