Abstract
This paper aims to provide a background to the discussions on the system change in Turkey, one of the hot topics of contemporary Turkish politics, and it focuses on the views of Turgut Özal and Süleyman Demirel on presidential system. Those two civilian leaders' approach to the system change is important as they are presented in a political structure which is shaped by a constitution adopted following a military coup. Özal and Demirel, who both have the experience of leading the state and the government, reciprocally shaped the debate with their unique political styles and in a dialogue with each other. They also played a role in constructing different sides of the debate. This paper links the contemporary debates on presidential system with the arguments presented in the 1990s and it contributes to contextualizing the issue.
Özet
Günümüz Türkiye siyasetinin en sıcak gündem maddelerinden biri olan sistem tartışmalarına bir arkaplan sunma çabasıyla şe- killenen bu çalışma Turgut Özal ve Süleyman Demirel'in baş- kanlık sistemine ilişkin mülahazalarına odaklanmaktadır. Aske- ri darbenin ürünü bir anayasanın kurumsallaştırdığı yapıda bu iki sivil liderin sistem değişikliği meselesine yaklaşımları baş- kanlık sistemi tartışmalarına çalınan ilk maya olması nedeniyle önem arz etmektedir. Hem hükümete hem de devlete başkanlık etme tecrübesine sahip olan Özal ve Demirel, kendi siyasi üs- lûplarına has bir biçimde ve birbirleriyle diyalog halinde sistem tartışmalarını karşılıklı olarak şekillendirmişler ve yıllar sonra yeniden gündeme gelen başkanlık tartışmalarının aktığı farklı mecraların kutuplaşmasında rol oynamışlardır. Bu arkaplan, günümüz tartışmalarının 1990'lardaki tartışmalardan tevarüs ettiği noktaları işaretlememize, böylelikle de meseleyi bir bağla- ma oturtmamıza katkıda bulunmaktadır
