The settlement areas in Eastern Black Sea region were established on very rare flat areas. The ancient city center of Trabzon was established on the high flat area which was situated between the streams of Debbağhane and Zağnos. This geographical structure, however, causes a lot of problems in terms of settlement. In this article we will investigate the improvement works which were done in and around the Debbağhane and Zağnos streams after the flood of 1909 which caused loss of life and property. Doğu Karadeniz Bölgesindeki yerleşim merkezleri, dağların derin vadiler oluşturarak denize dik olarak indiği coğrafyanın kısmen düzlük alanlarında kurulmuştur. Trabzon antik kent merkezi de Debbağhane ve Zağnos dereleri arasındaki düzlük yükselti üzerinde kurulmuştur. Bu coğrafi yapı, bol'yağış alan yörede iskân ve şehirleşme açısından çeşitli güçlüklere neden olmaktadır. Bu makalede 13 Kasım 1909 tarihinde meydana gelen sel felaketi sonucu meydana gelen can ve mal kaybı üzerine Debbağhane ve Zağnos derelerinin ıslahı çalışması ele alınmış-tır.
