Abstract

There is an accepted sight which the modern terrorism has been increasingly seen as a new form of war. Because the large-scale military conflicts are very costly and take a dangerous state, various countries find it more convenient to their interests to encourage and support terrorist attacks against the enemies. Although Turkey as a target state on this issue for the last forty years has faced various shapes and sizes of terror, she has failed to transfer her experiences on terrorism to theoretical studies. Especially, as terrorist organizations that find an active field of action in rural areas spread over a wide area and move in small groups, security forces are forced to spread out their resources and units in these areas. Guiding today’s forces which struggle with terrorism to the most suitable targets as soon as possible is becoming increasingly important. For this purpose, the creation of a model which will ease decision-makers to make a decision on transferring the units according to degree of priority determined by considering the state of activity of terrorist groups that has spread over a wide area is needed. In this study, It was studied by doing activity analyze to arrange and to classify the terrorist groups determined according to criteria designated by using the weighted linear programming model.
