Abstract
The European Union (EU), which plays an important role in the international agricultural trade, is also animportant market for our country. The EU has established the Rapid Alert System for Food and Feed (RASFF) toensure that food products imported into its borders are safe. RASFF is an effective tool for exchanginginformation on measures taken against identified risks in food or feed. In this study, together with the structureand functioning of RASFF, it was aimed to evaluate the effects of the notifications received by Turkey on theexport of food products and the measures taken by the authorities against these effects by examining RASFFnotifications related to Turkey between 2011-2015 in the light of the data obtained through the RASFF portal.Considering the distribution notifications received by Turkey, it is shown that most notications are taken forfruits and vegetables, nuts and seeds and according to the hazard category, mycotoxin and pesticide-inducednotifications come in the first places. The re-dispatch, the detainment or the destruction of our food productexports which have received RASFF notification, leads to economic and time losses together with loss ofproduct quality for our exporters; and most importantly, this situation causes prestige decrease of our productsin both international and domestic market. In order to avoid or reduce these losses, producers should implementGood Agriculture Practices and HACCP principles in an integrated manner, as well as the authorities shouldimprove the effectiveness of the training programmes for producers. Uluslararası tarım ürünleri ticaretinde önemli rol oynayan Avrupa Birliği (AB), ülkemiz için de önemli birpazardır. AB, ithal ettiği gıda ürünlerinin güvenli olmasını sağlamak için Gıda ve Yemde Hızlı Alarm Sistemini(RASFF) kurmuştur. RASFF, gıdalarda belirlenen risklere karşı alınan önlemler hakkında bilgi alışverişinisağlamak amacıyla oluşturulmuş etkili bir araçtır. Bu çalışmada, RASFF'ın yapısı ve işleyişiyle birlikte, RASFFportalından elde edilen veriler ışığında, 2011-2015 yılları arasında Türkiye kaynaklı gıdalara ilişkin RASFFbildirimlerinin incelenerek, Türkiye'nin gıda ürünleri ihracatına etkilerinin ve bu etkiler karşısında yetkililercealınan tedbirlerin değerlendirilmesi amaçlanmıştır. Türkiye kaynaklı bildirimlerde ürün gruplarına göre en fazlabildirimin meyve ve sebzeler ile sert kabuklu yemişler için alındığı; tehlike kategorisine göre ise; mikotoksin vepestisit kaynaklıların ilk sıralarda yer aldığı dikkati çekmektedir. AB'ye ihracatta RASFF bildirimi alan gıdaürünlerinin Türkiye'ye iadesi, gümrüklerde bekletilmesi veya imhası sonucunda başta ekonomik ve ürün kalitesiolmak üzere, zaman kaybı yanında yurtdışı ve yurtiçi prestij kaybı da yaşanmaktadır. Bu kayıpları önlemek veyaazaltmak için üreticilerin İyi Tarım Uygulamaları ve HACCP ilkelerini bütünleşik biçimde uygulaması, bununlabirlikte yetkili makamların da üreticilere yönelik eğitim faaliyetlerinin etkinliğini arttırması gerekmektedir.Türkiye'nin gıda ürünleri ihracatında önemli yeri olan AB'nin mevzuat ve uygulamalarına uyumun sağlanmasıve ihracatçıların AB piyasasında rekabet edebilirliğinin ve üreticilerin uluslararası gıda güvenliğistandartlarında üretim yapmalarının temini büyük önem taşımaktadır.
