Abstract

Problem solving ability is defined as a cognitive and behavioral process which refers to an individual's skills to find out effective solutions to overcome daily life challenges. In psychology, the process of an individual's ways to cope with social problems is defined as a method and attributed to four basic skills. The studies on this ability are not only made in psychology but also in other disciplines of social sciences under various titles such as sociology, education, and administrative sciences. In this paper, the skill for solving social problems is addressed as a method utilized by the state, a type of the political organizations, to overcome the challenges to its destinations. It is generally acknowledged that all states' primary goal is to have a centralized dominance and preserve this domination. Therefore, all the social groups before this aim must be removed. At this point, there appear differences among the states' attitudes in historical perspective. The centralization of Ottoman Empire in particular differentiates from its European counterparts. This differentiation is stemming from its ability to integrate the opposition groups to its administrative system; in other words it's because of the state's skills for solving social problems. This paper deals mainly with the Ottoman State's methods for preservation of its central power in the 18th century in which the decentralized intentions emerged and the state had problems with the provincial notables. In this conjunction, the process of Pazvantoglu Osman's vizierate constitutes a typical case depicting the Ottoman State's skills to solve and/or manage the social problems.
