Daha sonra başına 1. eki gelecek olan Dünya Savaşı, 1918 yılının sonunda la Der Des Ders yanitüm savaşların en sonuncusu / the last of the all wars biçiminde tanımlanmıştır. Söz konusu dönem daha ayrıntılı bir biçimde irdelendiğinde ise ilk bakışta şairane bir ifade gibi duran bu tanımlamanın amacının, aslında savaşın sonunda oluşturulan uluslararası sistemin yeni yapısı üzerinden, kamuoy- larında sürdürülebilir bir barış algısı yaratmak olduğu ileri sürülebilir. Bu bağlamda çalışmamızda öncelikle genel hatlarıyla uluslararası sistemin gelişimi aktarılacak ve 1. Dünya Savaşına giden süreçte uluslararası sistemin yapısının değişmesinde etkili olan olgular irdelenecektir. Son kısımda ise 1. Dün- ya Savaşı sonrasında oluşturulan uluslararası sistem analiz edilerek, savaşın hemen sonu itibarıyla bu yapı üzerinden bir ideal (ist) sistem algısı yaratılmaya çalışıldığı savunulacaktır.
