Abstract

Gender mainstreaming is integrating a gender equality perspective in the planning, making and implementation processes of all mainstream policies, and making gender sensitive monitoring, measurement and analysis at every stage of policy cycles. Mainstreaming is a gender equality policy like equality of opportunity and positive action. Yet mainstreaming aims to transform mainstream poli- cies rather than integrating more women in the existing system or implementing policies targeting specifically women. One of the most important tools of gender mainstreaming is gender sensitive budgeting which ensures resource allocation for the transformation of mainstre- am policies from a gender equality perspective, further division of those resources such that gender inequality would be mitigated, and monitoring how much of the allocated resources are spent. It is argued that first, in implementation, mainstreaming should not be reduced to a technocratic instrument or to other gender equality policies that have been adopted earlier. Second, gender sensitive budgeting can help with the transformation of mainstream policies only when it is implemented as a tool of mainstreaming.
