Abstract

Social capital and political culture approaches argue that the trust that individuals feel towards each other has a crucial function for the stability of a democratic political system. On the basis of the public opinion polls’ findings about the distrust feelings of Turks to people who they do not know and who are different than them, it is argued that this trust gap can be filled with various religious, ethnic and fellow groups in which primordial ties are dominant. After the review of the relevant literature, the risk of a fragmented and decomposed social structure formation in Turkey dominated by primordial groups which can emerge as a result of decentralization and privatization process and the retreat of the state from providing public services, is assessed.
