Abstract

In the process of dismantling the welfare state in Turkey, poverty has become more and more globalizing, the number of women among the poor has increased and the new forms of feminization of poverty have appeared. Approaches built upon social capital formation, social polices centered around family and personal responsibility along with neo-liberal market based solutions to poverty all seem to have become focal points of the struggle against poverty and new welfare policies. Poor women in Turkey takes the forms of not only economic impoverishment but also inability to benefit from legal and social rights, social exclusion and violence against women. Women are often seen as either the deserving poor or the ones who need to be rescued from their impoverished situations and de facto patriarchal methods are being applied to ease the problem. In this process, aid to the poor has become feminized and the poor women have become to be seen as responsible for protecting the honor of their husbands and the intimacy of the neighborhood. Despite all the difficulties poor women faces, one of the living strategies they have developed includes using traditional and semi-urbanized mutual forms of help among themselves. Benefiting from social aid is also another way of living strategy for the poor women.
