Abstract

The most important feature of public spending is the realization in line with social needs. It can be stated that each of the different types of public spending performed serves a different social purpose. In this study, it is aimed to determine the relationship between spending types such as public education expenditure, public health expenditure and public social protection expenditure, which are considered important in development, with the human development index. Accordingly, data of human development index, public education expenditures, public health expenditures and public social protection expenditures, between 2009 and 2018, of 29 European countries were analyzed. The analysis method has beendetermined as panel data analysis since it allows analysis of both time and section size. In this context, panel unit root tests, panel cointegration test, FMOLS test and Dumitrescu and Hurlin (2012) panel causality test were performed. According to the results of the analysis, a significant and positive relationship was found between public education spending, public health spending and public social protection spending with human developmen

Özet

Kamu harcamalarının en önemli özelliği toplumsal ihtiyaçlar doğrultusunda gerçekleştirilmesidir. Kamu harcama çeşitlerinin her birinin farklı toplumsal amaçlara hizmet ettikleri ifade edilebilir.
