Abstract

Since China entered the reform period at the end of the 1970s, it recorded an incredible economic success with especially high economic growth rates and notable performance of opening up. Consequently, it gained an important position in regional and global power relations. Different types of inequalities have been the problems which could have not beensolved by this economic success. As discussions that the concept of development cannot be explained by only improving macroeconomic indicators are taken into consideration, it gains importance to analyze different types of inequalities in China such as income inequality, urban-rural gap, regional inequalities, inequalities in education and health. This paper focuses on urban-rural gap meaning the inqualities which have stemmed from the fact that rural areas have lagged behind urban areas in development. Atthe beginning of China’s reform period, the priority was given to rural development. Agricultural efficiency increased as the commune system was abolished and collectively-owned with local governments Township and Village Enterprises both promoted rural industrilization and raised opportunity of non-agricultural income. On the other hand, as the open-door policy progressed, the emphasis on rural development was replaced by urban biased policies. Consequently, urban areas with the supports of the governmentand investments of the private sector and foreign investors, have got aheadin developmentlevel whencompared to rural areas. This fact which has been related to diferent types of inequalities such as regional inequalities, would be realized through education and health inequalities as well as income level. It is difficult to claim that measures and programs implemented by the Chinese government since the end of the 1990s to solve the problem of urban-rural gap have been successful.
