Abstract

Turkey has witnessed a huge wave of immigration after the Syrian Civil War which broke out in 2011. Initially, it was believed that this was a temporary movement. However, as the civil war continued for years and only a limited number of Syrians were able to return to their homeland or other countries, more permanent policies to overcome problems about social integration became a necessity. One of the most important components of social integration of over three and a half million Syrians in Turkey is labor market integration. The success of public policies aiming to improve the integration of Syrians depends on the policy compliance of target groups. In this study the factors which affect the intention of employers to employ registered foreign workers were investigated. The results of a survey conducted among 526 employers in Hatay province showed that the level of knowledge about policies/regulations, perceived economic rationality, perceived ethnic similarity and attitudes positively affected the intention of employers to employ registered foreign workers. However, deterrence and subjective norm were negatively related to the intention of the employers. We believe the findings of the study may contribute the literature about informal employment of refugees and labor market integration, and the results may be important for policy makers.
