Abstract

Waste can be defined as any material which must be disposed of according to national regulations undertaken. Wastes occur unavoidably at the end of mining activities as in other many industries. They become dangerous for environment and human's health if it is disposed into the nature in an unsuitable way. Huge amounts of mining wastes occur in Europe and in our country. The yearly amount in European Community (EC) reaches up to 29% of whole wastes. In other words the amount of wastes due to mining activities exceed 400 million tonnes annually (Commission of the European Communities, 2003). In Europe, especially towards 2000s, the accidents caused by mining waste disposal pools/dams resulted in serious environmental problems. Therefore studies on this subject have increased recently. In EC countries and Turkey, there are many legal regulations related with wastes including mining wastes. However, serious discomfort and discrepancy exist in the management of mining wastes both in Turkey and EC. During the period of EC adaptation, it is important to analyze the present regulations of our country on the basis of related EC regulations. Because there is not any specific regulation for mining wastes in Turkey, this kind of wastes is considered in the content of "The Regulation of Dangereous Wastes Control". This situation puts the mining wastes into the dangerous category. But the characteristics of mining wastes change from mine to mine and according to the technology used for mine production and processing. Therefore a specific regulation for the management of mining wastes in our country must be undertaken urgently.

Diğer bir ifadeyle meydana gelen maden atıkları yıllık 400 milyon tonu aşmaktadır (Commission of the European Communities, 2003).
