Öz ÖzetTürkiye’de yerel yönetimlerin plan yapmasına olanak sağlayan stratejik planlama sürecine geçiş 2000’li yılların başından itibaren hız kazanmıştır. Cumhuriyet döneminden günümüze yerel hizmetlerin şekillenmesinde demografik yapı ve göç önemli derecede etkili olmuştur. 1950’li yıllara kadar yerel hizmetlerdeki ağırlık köylerde iken, 1950’li yıllardan itibaren şehre göçün başlaması ile belediyecilik hizmetleri ön plana çıkmıştır. Göçün etkisiyle belediyecilik hizmetlerinde yetersiz kalınmış, yerelde planlama eksikliği bu dönemde kendini hissettirmeye başlamıştır. Makalede belediyelerde stratejik planlama süreci ülkenin demografik yapısı ve göç olayları ekseninde Çorlu Belediyesi stratejik planları ele alınarak analiz edilmiştir. Çorlu Belediyesi’nin örnek olarak seçilmesinde 3 dönem stratejik plan hazırlanmış olması, ilçenin demografik yapısı, yoğun göç alan bir şehir olması, ilçe belediyesi statüsünden büyükşehir ilçe belediyesi statüsüne geçişi etkili olmuştur. AbstractThe transition to the strategic planning process which allowed local managements to make plans in Turkey has accelerated with the beggining of year 2000. The demographic structure and migration has played an effective role in shaping local services from Republican period to the present day. While the majority of local services until the 1950s were concentrated in villages, municipal services have become more visible after the 1950s with the start of migration to the cities. Municipal services have become insufficient with the impact of intensive migration, and the lack of local planning was felt strongly in this period. In this article the municipal strategic planning process was analyzed considering Çorlu Municipality ’strategic plans taking into account the region's demographic structure and migration. The fact that Çorlu Municipality prepared strategic plans for three periods, the demographic structure of the town, facing a high migration, and the status transition from town municipal to metropolitan municipality have been the main reasons to choose Çorlu Municipality for this case study.Keywords: Strategic Plan in Municipals, Çorlu Municipal
