Abstract

In today's world where we feel the intense effects of globalization and the information age, competitive power is of great importance in achieving economic growth. According to IMD classification, one of the sub-indices of competitiveness is the government efficiency index. Government events are balanced panel data analysis with the 1997-2012 period, the data are made fully accessible on the two countries to located and data sets in the middle-income group of countries according to the IMF classification, particularly to Turkey in this study that examined the effective variable in ensuring competitiveness. Budget balance / GDP ratio, external debt / GDP ratio, and property and security rights, which are frequently used in measuring government efficiency, were used as independent variables. According to the results of the panel data analysis conducted in this context, it is seen that the variables of budget balance / GDP and property-security rights have a significant and positive effect on government efficiency in the short term. It is an expected result that the improvement in the budget balance and property-security rights will affect the government efficiency index positively and it is in line with the theory and literature studies. Because while the improvement in the budget balance contributes to the competitiveness of the country in terms of government, the improvement in property-security rights increases the confidence in the government authority for both locals and foreigners and positively affects the government efficiency index.
