Abstract

In a society, universities have undertaken critical responsibilities such as creating a qualified workforce and producing knowledge. In today' s education system, these responsibilities have been started to be shared between the public and private sectors. Private universities, which play an important role in many countries' education systems, go back to only a decade or so both in Turkey and Azerbaijan. Yet, private universities in these two countries are considered to be an alternative to the public institutions and expected to solve some certain problems in higher education. In order for private universities to achieve their objectives and meet the expectations, they have to be managed , effectively. This study aims to determine the characteristics of private universities and to explain the applications in the private universities of Turkey and Azerbaijan with regard to managerial functions. Based on the questionnaire , there are both some differences and similarities.
