Abstract

This article analyses the emergence, the activities and the demise of the left-wing Labour councils, called New Urban Left, in the period of the mid-1970s to the late 1980s. It is argued that New Urban Left councils opposed the government's policies aiming at curbing total local spending and launched a major propaganda campaign to defend their growing spending, sought to extend the role of councils and to pursue expansion and decentralisation in service provision, saw local authorities as a power-base to oppose the government's policy priorities and parliamentary power and eventually created an unprecedented tension in central-local government relations. The article goes on with the assessment of the Conservative Government's attack on these councils through tabloid newspaper's bizarre stories about the activities of New Urban Left and the local government service reform of 1987 restraining the ability of these councils in local government finance, housing, education, local economic development, land allocation and some other services. Finally it is discussed, that having seen the limits of opposing the government and its policies and facing with the potential effects of the 1987 reform package, New Urban Left councils devoted themselves to demonstrate the efficiency of their councils in service provision and to achieve the sound management of their resources rather than challenging or opposing the new government measures.
