Uluslararası ve ulusal literatürde yerel yönetimlerle ilgili olarak yönetsel özerkliğin yanında mali özerkliğin de eş zamanlı olarak sağlanması gerektiği savunulmaktadır. Türkiye'de yerel yönetimlere görevleriyle orantılı gelir kaynakları sağlanması anayasal boyutta ele alınsa da, bu konuda istenilen noktaya gelinememiştir. Ancak yerel yönetimlerin mali özerkliği açısından değilse bile, gelir kaynaklarının geliştirilmesi açısından iyi niyetli çabalar sergilenmektedir. Yerel yönetimlere yönelik son yılların en detaylı çalışması olan "ti özel İdareleri ve Belediye Gelirleri Yasa Tasansı Taslağında" söz konusu yerel birimlerin mali yapısına ilişkin değişikliklere yer verilmektedir. Taslakta, mali özerkliğin tam olarak sağlanması konusunda yeni bir düzenleme bulunmamaktadır. Bununla birlikte yerel yönetimlerin örneğin öz gelirlerinde ve genel bütçe vergi tahsilatından ayrılan paylarında artışlar sağlanmaktadır.
