Abstract

The study is primarily intended to provide a brief overview of the physical, political, social and historical processes of Africa, as well as a brief assessment of public order and public institutions before and after colonialism. Then it attempts to make inferences about whether Africa embodies an idiocratical subjectivity against the current public administration conventions, which generally embark on comparison activities by considering Western-style institutionalisms a norm, or whether it is a simple and colourful local imitation of institutions in the West. Thus, although Africa has faced a tremendous destruction due to the overwhelming effects of colonialism; it is a strong candidate for the establishment of a non-Western sense of public administration discussed particularly in recent years, due to its roots in consensus, negotiation, joint decision-making and its ancient cultural life based on joint management instead of a conflict-oriented Western social-political tradition.
