Abstract

Abstract: This study aims to identify the factors affecting the performance of small- and medium-scale municipalities. The survey was conducted with a sample of 241 municipalities via questionnaire and data collection. Fiscal data pertaining to municipalities were provided from State Planning Organization. These data were analyzed by using six indicators. Data obtained from questionnaires were analyzed via 40 indicators that show municipalities' perception level, technological advanced level and service categories. At the end of the analysis, municipalities were ranked according to their performance levels. Then these results were analyzed via the SPSS program. The survey findings revealed that, municipality scales, municipalities' technological opportunities, their efforts and determination for increasing performance, and the administrators' belief in ensuring performance measurement were influential on municipalities 'performance.
