Abstract

The right to access healthcare is one of the fundamental responsibilities of the social state. However, for individuals with disabilities, this right is not always realized equally or effectively despite existing legal regulations. This study examines the relationship between normatively defined rights and implementation-related findings regarding healthcare access for individuals with disabilities from a social policy perspective. Normative documents together with openly accessible institutional reports and sources published by the World Health Organization (WHO), OECD, Eurostat, the Turkish Statistical Institute (TurkStat), and the Ministry of Family and Social Services were examined using a document analysis approach. The findings indicate that although the normative framework concerning accessibility in Türkiye has significantly improved, implementation-related challenges persist in physical access, digital access, geographical access, staff approach, and continuity of care. The study demonstrates that equality in healthcare depends not only on the formal recognition of rights but also on the institutional and administrative processes that enable these rights to be effectively exercised in practice. By jointly evaluating the normative framework and i findings related to their implementation, the study contributes to the social policy and health services literature by highlighting the less visible dimensions of inequality in healthcare access experienced by individuals with disabilities.
