Abstract

This study aims to evaluate the implications of reformist environmental approaches for public administration through a theoretical and comparative framework. Ecological Modernization, Sustainable Development, Environmental Governance, the Green State Approach, Eco-efficiency, and Market-based Environmental Policies are comparatively examined in terms of the role of the state, the importance attributed to technology, the use of economic instruments, governance and participation, institutional capacity, and major limitations. The study is based on a qualitative literature review. Although these approaches share the assumption that environmental problems can be addressed through various reform mechanisms within existing institutional and economic structures, they differ in their policy instruments and administrative priorities. The comparative analysis indicates that Ecological Modernization emphasizes technological and institutional transformation; Sustainable Development focuses on integrating economic, environmental, and social objectives; Environmental Governance highlights multi-actor participation; the Green State Approach emphasizes regulatory public capacity; Eco-efficiency focuses on resource efficiency; and Market-based Environmental Policies prioritize economic incentives and pricing mechanisms. At the same time, these approaches have limitations concerning technological optimism, coordination problems, administrative rigidity, social justice, and structural environmental problems. The study concludes that reformist environmental approaches should not be regarded as direct alternatives in public administration but rather as different policy instruments and administrative options that may complement one another under appropriate conditions.
