Abstract

This study outlines the evolution and objectives of the European Union's agricultural policy from the past to the present as it moves towards the goal of food security. The objective of this study is to emphasize the significance of food safety in the European Union, to provide information regarding the Rapid Alert System for Food and Feed (RASFF), and to evaluate RASFF notifications made to Türkiye. It examines the issue of food security within the framework of the latest Common Agricultural Policy (CAP) reform and the European Green Deal. Following a thorough review of the relevant statistics and notifications in the RASFF reports, a decision has been made. According to the reports, Türkiye ranks among the top countries receiving notifications and there has been a significant increase in the notifications, particularly in the fruit and vegetable group. The increase in pesticide use has led to a rise in border rejections from the European Union. This study analyzes Turkish agricultural products rejected by European Union countries and presents an assessment regarding food safety issues. It specifically provides information about the consequences faced by Turkish products that could not enter the EU market due to the pesticide usage. According to the findings, it is recommended that every stage of agricultural production—from farm to fork—should be monitored within the framework of food safety, and that the improvement of agricultural production (and consequently agricultural exports) be promoted through the support measures implemented by the Ministry. It is imperative that pesticide use is reduced, both for the purpose of ensuring the safety of domestic consumption and to prevent border rejections in the context of exports. Furthermore, good agricultural practices, where controlled pesticide use is possible, and organic farming methods, which do not involve pesticide use, stand out as more environmentally friendly and health-conscious methods compared to traditional production methods in terms of food safety. The Republic of Türkiye Ministry of Agriculture and Forestry is committed to promoting biotechnological pest control, good agricultural practices, and organic farming. By offering these support measures, the Ministry aims to encourage producers to adopt these practices, thereby ensuring the production of healthy, high-quality food.
