Abstract

Finland is among high-decentralization countries. It has two-layer local governmens having distinct characteristics among Nordic countries: municipalities and regions. The financial and administrative autonomy practices in the Finnish local governments represent one of the best country cases in this respect. Although Finland is a unitary country, extensive administrative and financial powers granted to local governments contribute both to the development of local democracy, and to efficient service delivery. This article aims to investigate local government structure and financing in Finland.
