Abstract
The aim of this study is to evaluate the effectiveness of employment programs implemented through the Turkish Employment Agency in the TR 26 sub-region, based on the Turkish Statistical Regional Unit Classification Level 2. In this study, the impact of active employment programs (vocational training courses, on-the-job training programs, and community service programs) on employment indicators (female and male employment rates, regional gross value added, job placement rate within the scope of courses) was analyzed using DEA methods for the period 2017-2022. According to the analysis results, the percentage of effective regions operating at optimal scale in a total of 26 sub-regions varied between 19% and 34% during the 2017-2022 period. At the regional level, employment policies are effective in the Marmara region, where industry is concentrated, while they are not effective in the Central Anatolia and Mediterranean regions, where agricultural and tourism activities are concentrated. In terms of gender, the study concluded that active employment policies increased male employment more. This situation can be interpreted as an indication that active employment policies are ineffective, both at the national and regional levels. It is believed that employment policies that are aligned with regional dynamics and sectoral requirements, and that aim to increase women's employment, will yield more successful results in the labor market.
