Abstract

The Mosul issue, one of the most critical and controversial topics of the Lausanne Peace Conference, could not be resolved due to the lack of consensus. The issue, which could not be resolved through bilateral negotiations between Turkey and Great Britain under the Lausanne Peace Treaty, was taken to the League of Nations (LON). During the LON Council sessions between September 1924 and December 1925, the Mosul issue was discussed, and the LON twice appointed on-site investigation commissions and sought the opinion of the International Court of Justice. During this period, Mussolini and the Fascist Party, in power in Italy, were pursuing an aggressive and expansionist policy in the Mediterranean, and were maintaining an anti-Turkish and pro-British stance on the Mosul issue. This Italian position significantly limited Turkey's options regarding Mosul as the process continued. The Italian press closely followed the Mosul negotiations and the subsequent Turkish-British diplomatic talks through news and commentary from correspondents in Geneva, Paris, London, and Istanbul representing newspapers with diverse worldviews, thus informing the public. The resolution of the Mosul issue through an agreement without resorting to war was generally viewed positively in Italian public opinion, with the emphasis on Turkey's need for long-term peace, security, capital, and technology to develop and take its place in the civilized world. Italian public opinion noted that the Mosul negotiation process was a highly interesting example of diplomacy, highlighting the rational and realistic policy pursued by Mustafa Kemal Pasha and Turkey, which led to an honorable solution. It was also stated that the resolution of the Mosul issue through the Ankara Agreement would rapidly dissipate mistrust between Turkey and Italy and create new opportunities for Italy. This study utilizes copyrighted works, the Italian press of the period, Italian and British diplomatic documents, League of Nations archive documents and the minutes of the Turkish Grand National Assembly. The aim of this article is to shed light on the historical background of the Mosul issue, particularly the League of Nations process, and to contribute to the evaluation of Turkish foreign policy during the period under study.
