Abstract
This study examines the establishment and institutionalization phases of the Musiki Muallim Mektebi (Music Teachers’ School), founded in Ankara on November 1, 1924, following the proclamation of the Republic. In alignment with Mustafa Kemal Atatürk’s vision of "contemporary civilization," the institution was structured as a strategic cornerstone to meet the demand for music teachers in secondary schools and to integrate Western music norms into the Turkish educational system. Operating under the administrative initiatives of Minister of Education Vasıf (Çınar) Bey and the leadership of Osman Zeki (Üngör) Bey, the school rapidly achieved a systematic structure despite initial challenges such as inadequate physical facilities and budgetary constraints. The scope of this study includes a detailed analysis of the legal and pedagogical transformations the institution underwent through the regulations of 1925 and 1931, the merit-based "leyli ve meccani" (boarding and free) education model, and assistantship systems like "muallim muavinliği". Furthermore, the transformative role of the school within Ankara’s social fabric is discussed through its public concerts, operatic productions, and the publication of the "Musiki Muallim Mektebi Mecmuası" (Music Teachers' School Magazine). Ultimately, this research demonstrates that the Musiki Muallim Mektebi was not merely a teacher-training college but also the epicenter of professional art policies and a modern cultural cadre movement leading to the foundation of the Ankara State Conservatory.
