Abstract

This study examines the Euro-Latin American Parliamentary Assembly (EuroLat), an institution that constitutes the parliamentary component of bi-regional relations between the European Union (EU) and Latin America. Established in 2006, EuroLat is one of the mechanisms for conducting interregional parliamentary diplomacy. It provides that the process of inter-parliamentary relations between Europe and Latin America, which began in the 1970s, operates within a more institutional framework, thus supporting the institutional dimension of the interaction process between the two regions. Furthermore, an equal number of parliamentarians from the EU and Latin America engage in dialogue within EuroLat on matters concerning both regions and international relations, and aim to reach common positions on those matters. In this sense, the study analyzes the place of the aforementioned parliamentary institution within the process of region-to-region relations between the EU and Latin America, considering the development and structural characteristics of these relations, the structure, operation and agenda of EuroLat as addressed in the documents adopted by that institution.

Özet

Bu çalışma, Avrupa Birliği (AB) ile Latin Amerika arasındaki iki bölgeli ilişkilerin parlamenter bileşenini oluşturan AB-Latin Amerika Parlamenter Asamblesi (Euro-Latin American Parliamentary Assembly-EuroLat) kurumunu inceleme konusu yapmaktadır. 2006’da kurulan EuroLat, bölgeler arası parlamenter diplomasinin yürütülmesine yönelik mekanizmalardan biridir. Söz konusu kurum, Avrupa ile Latin Amerika arasında 1970’lerde başlayan parlamenterler arası ilişkilerin daha kurumsal bir yapıda işleyişini sağlamaktadır ve bu yönüyle iki bölge arasındaki etkileşim sürecinin kurumsal niteliğini desteklemektedir. Ayrıca AB ile Latin Amerika taraflarından eşit sayıda parlamenter, EuroLat bünyesinde iki bölgeyi ve uluslararası ilişkileri ilgilendiren konulara ilişkin diyalog kurmakta ve bu hususta ortak pozisyonlar belirlemeye çalışmaktadır. Belirtilen kapsam çerçevesinde bu çalışma, AB ve Latin Amerika arasındaki bölgeden bölgeye ilişkilerin gelişimini ve yapısal niteliklerini dikkate alarak ve EuroLat’ın yapısını, işleyişini ve bu parlamenter kurum bünyesinde kabul edilen belgelerde üzerinde durulan konular dâhilinde gündemini ortaya koyarak söz konusu parlamenter kurumun bu ilişki süreci içerisindeki konumunu incelemektedir.
