Abstract
This article examines the question of whether Ottoman territorial administration system is taken from the French system. In order to solve this problem, the Ottoman vilayet laws of 1864 and 1871 are compared with the French laws, especially those of 22 December 1789 and 17 February 1800. It is concluded that there are many similarities between Ottoman and French territorial system, in terms of the numbers of the organs in each territorial division, their formations, working procedures, duties and powers and the enforcement of decisions.

Bu makalede Osmanlı mülkî idare sisteminin Fransız mülkî idare sisteminden alınıp alınmadığı sorunu incelenmektedir. Bu sorunu çözmek amacıyla 1864 ve 1871 Osmanlı Vilayet Nizamnameleri ile başta 22 Aralık 1789 ve 17 Şubat 1800 tarihli Fransız Kanunları olmak üzere vilayetleri düzenleyen dönemin Fransız kanunları arasında karşılaştırma yapılmıştır. Karşılaştırma sonucunda Osmanlı ve Fransız mülkî idare sistemleri arasında, sistemin bölümleri, bölümlerdeki organların sayıları, oluşumları, çalışma usûlleri, görev ve yetkileri ve kararlarının uygulanması bakımından pek çok benzerliğin olduğu sonucuna ulaşılmıştır.
