Abstract

Emergency ambulance services, by their very nature, are a healthcare service of critical importance to human life among all available services. This healthcare service touches everyone’s life deeply, has a structure that is difficult to understand, and is complex to monitor and hold accountable. This, in turn, leads to its misuse, with patients who are not in urgent condition also calling for ambulances. Such misuse affects not only the health status of actual emergency patients, their relatives, ambulance staff, ambulance service managers, and hospital administrators, but also the quality, perception, and cost of the healthcare system, thereby impacting all taxpayers. The aim of this study was to focus solely on the economic losses caused by the conscious or unconscious use of ambulances in non-emergency cases, among the many effects this issue creates. To this end, both a literature review and a quantitative research method were employed. Within the scope of the research, a survey was conducted between March 1, 2019, and April 15, 2019, with 385 voluntary participants aged 18 and over, residing in the central district of Çanakkale, to determine the public’s level of knowledge about 112 emergency ambulance services. In addition, the urgency status of patients admitted to Çanakkale Onsekiz Mart University Hospital’s emergency department via ambulance was evaluated, and non-emergency diagnoses were numerically identified. The economic loss from these diagnoses was calculated based on the price tariff determined by the Ministry of Health. According to the survey findings, more than 75% of participants had sufficient knowledge about the use of 112 emergency ambulance services. However, hospital records revealed that the rate of ambulance admissions for non-emergency cases was 32.203%, and the resulting economic loss was calculated to be 5,378,745 TL (2025). It has been determined that this economic loss is related to individuals' levels of knowledge and awareness, and it has been demonstrated that it can be reduced by raising social awareness, regulating telephone triage systems, offering alternative transport models, and providing education-based solutions.
