Abstract

The protection of personal data in the delivery of healthcare services is a professional, ethical, and legal responsibility for healthcare workers. The aim of this study was to develop a Turkish-language scale to assess knowledge of the legal responsibilities imposed on healthcare workers under Law No. 6698 on the Protection of Personal Data in Turkey. In the first phase, Law No. 6698 on the Protection of Personal Data and relevant publications by the Personal Data Protection Authority were reviewed within the context of healthcare services, and a pool of 35 items was created. To ensure content and linguistic validity, the content validity index was calculated in consultation with legal experts and healthcare professionals. Data were collected via face-to-face surveys from 366 healthcare workers employed at a public hospital. Item-test correlations, exploratory factor analysis, and confirmatory factor analysis were used to assess the scale’s construct validity. KMO and Bartlett’s tests were conducted to assess the scale's suitability for factor analysis. The reliability of the resulting scale structure was assessed using the internal consistency coefficient (Cronbach’s Alpha). As a result of the analyses, a scale consisting of four dimensions and 20 items was developed (KMO = 0.845; Bartlett χ2 = 2259.337). The scale’s total explained variance was calculated to be 51.177%. In the confirmatory factor analysis conducted to validate the scale’s four-factor structure, the model’s fit indices were found to be at an acceptable level (χ²/df = 2.23; p = 0.00; RMSEA = 0.06; GFI = 0.91; AGFI = 0.89; CFI = 0.91; RMR = 0.01). The reliability coefficient for the total scale was 0.857; the reliability coefficients for the subscales were calculated as 0.810, 0.724, 0.636, and 0.690, respectively. The results of the analysis have shown that the “Scale for Assessing the Level of Knowledge Regarding the Legal Responsibilities of Healthcare Workers Under the Protection of Personal Data” is a valid and reliable scale. This Turkish-language scale can be used to assess the level of knowledge regarding the responsibilities of healthcare workers in healthcare institutions who have access to patient data concerning the protection of personal health data.
