Abstract

Purpose: The aim of this study is to examine the contribution of the agricultural sector to economic growth in Türkiye and the European Union between 1990 and 2024, and to draw conclusions for agricultural transformation and development policies. Design/Methodology/Approach: In the study, long-term coefficients were estimated using the Panel Dynamic Ordinary Least Squares (PDOLS) method, employing the variables of agricultural value added and agricultural employment. Findings: Specifically for Turkey, the impact of agricultural employment on growth was found to be negative; it was emphasised that this situation stems from the labour-intensive production structure and low productivity. In EU countries, the agricultural sector supports growth more steadily due to the impact of agricultural productivity and technological modernisation. Conclusions: In Turkey, the importance of modernisation, education, and productivity-focused structural reforms stands out in order to increase the contribution of agriculture to growth. In the EU example, it is seen that the support provided under the CAP contributes to growth by increasing agricultural production efficiency. In conclusion, while agricultural value added emerges as a key determinant of economic growth, the impact of agricultural employment independent of productivity creates short-term constraints. Social Implications: For policymakers, productivity-enhancing reforms and modernisation investments in agriculture are critical to achieving long-term economic growth targets. Originality/Value: By examining the impact of the agricultural sector on economic growth within a comparative framework between Turkey and European Union (EU) countries, this study distinguishes itself from the literature, which generally focuses on a single region. The analysis, covering the period 1990–2024, provides an opportunity to evaluate both Turkey's structural transformations and the modernisation of the EU's agricultural policies, bringing the study into a current and long-term perspective.
