Abstract
With the Law No. 6360 on the Establishment of the Fourteen Metropolitan Municipalities and Twenty-seven Districts and the Amendment of Certain Laws and Decrees on the Decree Law villages have become neighborhood in thirty metropolitan cities. With this transformation, the villages, which express the rural area and subject to theVillage Law No. 442, have lost their legal personality. The villages were included in the city administration as a neighborhood. While the number of neighborhood is increasing, the number of village decreased. With the changes that the villages transformed into the neighborhood, law numbered 6360 was entered in the literature. In this study, the effect of the law on new neighborhoods was investigated and it was aimed to measure the satisfaction of the citizen. In some newneighborhoods inManisa’s Koprubasi and Selendi districts. Field findings show that this law was not well understood by the administrator and the citizen and it was concluded that the administration was inadequate for the villagers as administrative and service.

6360 sayılı On Dört İlde Büyükşehir Belediyesi ve Yirmi Yedi İlçe Kurulması ile Bazı Kanun ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılmasına Dair Kanun ile 30 büyükşehirde köyler mahalleye dönüşmüştür. Bu dönüşümle kırsal alanı ifade eden ve 442 sayılı Köy Kanunu’na tabi köyler, tüzel kişiliklerini kaybetmiştir. Köyler mahalle olarak kent yönetimine dahil olmuştur. Mahalle sayısı artarken köy sayısı azalmıştır. Köylerin mahalleye dönüşmesiyle gelen değişikliklerle 6360 sayılı Kanun, literatürde geniş yer bulmuştur. Bu çalışmada, kanunun yeni mahallelere etkisi araştırılmış ve Manisa’nın Köprübaşı ve Selendi ilçesindeki bazı yeni mahallelerde vatandaşın yönetimden ve sunulan hizmetlerden memnuniyetinin ölçülmesi amaçlanmıştır. Saha bulguları araştırma evreninde bu kanunun vatandaş tarafından henüz anlaşılmadığı ve hem hizmet hem de yönetsel açıdan araştırma alanında yetersiz olduğu sonucunu sunmaktadır.
