Abstract

This study investigates the causal relationships between rail freight transport, resource efficiency, and greenhouse gas (GHG) emissions in the European Union's highest GDP countries: Germany, Spain, France, Italy, the Netherlands, and Turkey. Data for the period 2013–2023 are compiled from the Eurostat database. Given the structure of the data set and the need for cross-country comparisons, the panel data method was used in the analyses. Some research results indicate that no significant causality was found between rail transport and GHG emissions at the panel level. However, resource efficiency was determined to be a determining channel in the relationships between both variables (rail transport and GHG). The results obtained by country are heterogeneous. In Turkey, causality runs from GHG to resource efficiency, while in Germany and Spain, a unidirectional relationship runs from resource efficiency to GHG. However, no causality runs from rail transport to resource efficiency in Italy and the Netherlands. These results suggest that the low-carbon advantage of railways varies depending on factors such as country-specific energy infrastructure, electrification levels, and operational efficiency. The study demonstrates that resource efficiency is a strategic variable affecting both environmental performance and the transformation of transportation modes. This suggests that decision-makers in this area should develop country-specific low-carbon solutions rather than a general strategy. The findings also suggest that efficiency-enhancing efforts will be more effective in achieving sustainable railway transportation and reducing GHG emissions.
