Kent Konseyleri, özellikle yerel yönetimler vasıtasıyla yerel siyasetin işletilmesi için yerel iktidar odaklarını demokratiklik, özerklik, katılımcılık ve yerellik gibi ilkeler çerçevesinde bütünleştiren yapısal-kurumsal ve işlevsel bir yapılanmadır. Kent Konseyleri, asıl olarak yerel yönetimlerle anılmakla beraber kentsel mekânda yer alan tüm iktidar odaklarını demokratik ilkeler çerçevesinde desteklemeye ve onların kararlarını etkilemeye çalışmaktadır. Bu bildiri, kent konseylerinin demokratik yerel yönetimlerin işletilmesinde ne gibi katkılar sunduğunu ve dolayısıyla vatandaşların yerel siyasete ve yerel yönetimlere katılım düzeylerini analiz etmek üzerine temellendirilmiştir. Çalışmanın örnek alan uygulamasını Gümüşhane Kent Konseyi oluşturmaktadır.
