Abstract

The financial transactions conducted through interpersonal credit relations and institutional structures such as pious foundations (waqfs) held significant importance in the economic life of the Ottoman Empire prior to the emergence of modern banking institutions. Istanbul in particular hosted a highly active, strong and competitive credit market. This market was shaped by a system in which waqfs, sarrafs (money-changers), orphan estate funds (eytam terekeleri), and individual actors played influential roles. The credit market was not merely a space where financial needs were met; it also constituted a setting where social solidarity, trust, and communal norms were reflected. The aim of this study is to analyze the structure, functioning, and principal actors of the individual and institutional credit market in Ottoman Istanbul. By comparing this market with similar mechanisms in Europe, it seeks to reveal its distinctive social, economic, and legal dynamics. The study also aims to situate credit relations within the broader transformation of the Ottoman financial system during the transition toward modern banking. The article first focuses on the financing and borrowing instruments of Ottoman public finance, with special reference to capital and money markets. It then analyzes the institutional and private credit market in which waqfs played a dominant role. The examination is based on a sample of approximately 1,000 credit transactions conducted in Istanbul between 1790 and 1840. In the absence of financial intermediary institutions such as banks, the registers of pious foundations constitute a rich and valuable source. Drawing on data compiled from the records of the Evkaf Müfettişliği Court, the study examines in detail the general features of the private credit market, its main actors, credit conditions, interest rates, and the social dynamics of borrowing and lending in Ottoman Istanbul on the eve of modern banking.
