Bu çalışmada öncelikle, kamu yönetimi sisteminin işleyişinde önemli bir yer tutan siyaset ve bürokrasi kavramları açıklanarak, bürokrasi ve siyaset arasında bir ayrımın mümkün olup olmadığı konusu ele alınmaktadır. Daha sonra, kamu hizmetlerinin yerine getirilmesi esnasında siyasetin bürokrasi üzerindeki etkisi ve bu etkinin kamu hizmetlerine nasıl yansıdığı ortaya konulmaya çalışılmakta ve idarenin siyasallaşma boyutuna yönelik çözümler sunulmakta ve bu bağlamda da Kamu Yönetimi Reform Tasarısında yer alan “parti bürokratlığı” konusu ele alınmaktadır.
