Abstract

Although the press was, according to the Article 77, 1924 Constitution, free by law and not subject to any inspection or investigation prior to publication, there were two periods of complete freedom lived by the Turkish press before the multi-party era started. The first of these started in 1908, when the Constitutional government was proclaimed, ending in 1909; the second started with the proclamation of the Turkish Republic in 1923, and ended with the law, Establishment of Public order dated March 4, 1925. This paper will present information related to the events from the abolition of the Sultanate to Izmir Assassination, attitude of the Turkish press towards the decisions that the Ankara government made during this period, and polarization and conflict lived within the press itself due to these events and decisions.

Özet

1924 Teşkilat-ı Esasiye Kanunu’nun 77 inci maddesine göre matbuat kanun dairesinde serbest olmasına ve neşrinden evvel teftiş ve muayeneye tabi olmamasına rağmen, Türk basınının çok partili hayata geçmeden önce tam bir hürriyet havası yaşadığı iki dönem söz konusu olmuştur. Bunlardan ilki meşrutiyetin ilan edildiği 1908 yılında başlayıp 1909 yılında bitmiş, ikincisi ise 1923’te Türkiye Cumhuriyeti’nin ilanıyla başlayıp 4 Mart 1925 tarihli Takrir-i Sükun Kanunu’yla sona ermiştir.
