Abstract

Integrated heritage area refers to mixed conservation areas where natural and cultural heritage assets with different resource and function values are located in spatially together with. For this reason, integrated heritage areas as the special conservation areas that need to be addressed in the context of an integrated management mechanism that prioritizes collaborative planning, broad participation, and sharing of authority and responsibilities between institutions. This study is focused on Troy Historical National Park having different conservation zones, located on the Biga Peninsula within the Çanakkale provincial borders in the west of Türkiye. The aim of this study is to be presented a proposal holistic management model including conceptual and institutional alternatives for in the case of Troy Historical National Park included natural and cultural heritage assets together with in spatially. This model is composed of four components. At first, it is named as the managerial model which prioritizes the sharing with authority and responsibility between the institutions The secondly, it is defined as the participation model depending on development of dialogue and collaboration between stakeholders. Thirdly, it is named as the planning–implementation model defines the heritage conservation strategies. And finally, it is the financial model which presents alternatives relating as budget resources and fiscal/funding opportunities. It is considered that this study can be presented conceptual and institutional context to debates on managerial model relating to the integrated heritage areas. In this framework, the content of conceptual contribution can be expressed as that conservation zone proposal as called “integrated heritage area”. And, it can be said that the institutional contribution is the effective and collaborative a managerial mechanism which includes planning-implementation and also controlling-monitoring processes in the context of the sustainable conservation strategies.
