Abstract
The transformation of political, economic, and social conditions throughout the historical process has revealed the necessity of reform in local governments. New technological developments, rapid urbanization, globalization, and democratization efforts have influenced countries’ understanding of governance, resulting in increased efforts to restructure local governments. Accordingly, steps have been taken in line with the conditions of the time to meet the demands and expectations of the public. Turkey, whose tradition of local government dates back to the Ottoman Empire, has undertaken a number of reforms in the field of local administration due to both internal and external factors. In the 2000s, restructuring efforts in local governments sped up. However, the reform process is not an easy one. Local governments encounter various challenges when implementing reforms. The main obstacles include bureaucratic and political challenges. The aim of this paper is to analyze, from a multidimensional perspective, the bureaucratic and political obstacles encountered during the process of local government reform in Turkey. The study aims to reveal why reform initiatives aimed at strengthening the administrative, financial, and political autonomy of local governments have been implemented only to a limited extent. In this context, the impact of the centralized governance approach on institutional structures, the bureaucracy’s tendency to maintain the status quo, and the approach of political actors toward reforms are examined. The paper aims to contribute to academic and practical discussions on the democratization and effectiveness of local governance in Turkey by highlighting the structural and actor-based problems encountered in reform processes. The study is designed based on a qualitative research method. The study initially examined constitutional provisions, laws, reform packages, and official policy documents pertaining to local government reform in Turkey through document analysis In addition, both domestic and international academic literature on the subject was reviewed to evaluate theoretical approaches to reform processes and comparative findings. In the analysis process, bureaucratic obstacles were examined in terms of institutional structure, administrative tutelage, and central-local relations, while political obstacles were considered in the context of the ruling party’s reform priorities, party politics, and electoral dynamics. The collected data were analyzed through descriptive and thematic techniques, and the results were systematically organized to highlight both the structural constraints and the transformative potential of local government reform in Turkey.
