Abstract
Although federalism had long been a neglected phonemenon in Turkey, it came to the forefront after 1940s from time to time along with the changes experienced in the world and Turkey and it has been proposed as a solution to existing problems. Despite its nature as a measn to solve problems, it has remained in silence within the context of Turkish thought. All that has existed on this issue does not exceed a few words and articles. In other words, the knowledge of federalism in Turkey is so limited. However, in Europe and especially in the US. research on federalism has been carried out continuously and some related institutions have been established on this subject. Especially in the US. the question of whether a federal world may be established lies behind the mental background of the studies. A truer reading of this question leads to an understanding of whether the world may be Americanized. The process called globalization reminds one of the same meaning. In fact, federal system as a American Project is tried to be established into the attention of the world public. With all developments, Turkey with is close geography in the process and with its face to the western world as an ally of the US. is not to fall out of the process and is at least to understand federalism within the framework as the continuity of integration and as the solution to problems. Federalizm Türkiye'de uzun bir süre aforoz edilmiş bir fenomen olmakla beraber 1940'lar sonrasında dünyada ve Türkiye'de yaşanan değişimle beraber zaman zaman gündeme gelmiş ve hatta mevcut sorunların çözümü olarak sunulmuştur. Türkiye'de federalizm bir çözüm aracı olarak sunulmasına rağmen ne yazık ki hakkında Türk düşünce dünyası bir nevi suskunluk içerisinde kalmıştır. Bu konuda yazılanların toplamı birkaç kitap ve birkaç makaleyi geçmemektedir. Bir başka ifadeyle Türkiye'deki mevcut bilgi piyasası federalizm ile ilgili olmak kaydıyla büyük bir fakirlik içerisindedir. Oysaki Avrupa ve bilhassa Amerika'da federalizm konusunda sürekli araştırmalar yapılmakta ve hatta bu konu ile ilgili enstitüler kurulmaktadır. Bilhassa Amerika'da yapılan çalışmaların zihni arka planında federal bir dünyanın kurulup kurulamayacağı sorusu yatmaktadır. Bu soruyu daha doğrudan okursak dünyanın Amerikalılaştırılmasının mümkün olup olamayacağının cevap arandığı net bir şekilde görülebilecektir. Adına küreselleşme ya da globalleşme denilen bu yeni süreçte aslında anlam olarak hemen hemen aynı şeyi çağrıştırmaktadır. Yani bir Amerikan projeksiyonu olarak federal sistem dünya gündemine oturtulmaya çalışılmaktadır. Bu gelişmeler karşısında sürecin kenarına merkezi bir coğrafî konuma sahip olan, yönü Batı'ya çevrili ve Amerika'nın stratejik müttefiki olan Türkiye'nin de entegrasyonunun devamı ve mevcut sorunlarının çözümü bağlamında federalizmi en azından anlamak durumunda olduğu açıktır. İşte bu çalışmanın maksadı mümkün mertebe federalizmi anlaşılır kılınmaktır
