Türkiye her ne kadar İkinci Dünya Savaşı’na fiilen iştirak etmemiş olsa da savaşın bütün sıkıntılarını yakından görür. Özellikle büyük devletlerin Türkiye’yi savaşa sokma gayretleri yanında ülkede yaşanılan ekonomik sıkıntılar ve Yunanistan’a yapılan yardım faaliyetleri Türkiye’nin zor bir dönem geçirmesine neden olur. Bütün bunlara ilaveten sınır ihlalleri sonucunda ülkeye gelen yabancı askeri personel ve sivil halkın barınma, iaşe gibi sorunlarına çözüm bulunması, ayrıca farklı ülkelerdeki savaş esirlerine yardım gayretleri ve esir mübadelesi de Türkiye’nin yakından yaşadığı sıkıntılar arasındadır
