Abstract

The occupations that began in the Ottoman geography after the signing of the Mondros Armistice and the decisions taken at the Paris Peace Conference, convened in January 1919, signaled the beginning of an important process for the Ottoman State. The Paris Peace Conference was a diplomatic process in which Greece began to shine among the Entente Powers also Eleftherios Venizelos, the prime minister representing Greece, fought with all his might on the issue of İzmir and Thrace. During the Paris Peace Conference, the first issue to be resolved for Greece was Smyrna, and Greek military forces occupied Smyrna on May 15, 1919. The fact that the issue of Smyrna was largely resolved for Greece paved the way for Venizelos to focus on the issue of Thrace. From this point of view, it can be said that Thrace constituted the priority of the issues related to Greece in the conference after May 1919. Leaving aside the attitude of the United States, which took a distant stance in terms of the transfer of Thrace to Greece, France was the state that supported Greece the most on Thrace during the conference. In this study, which deals with the discussions on Thrace during the Paris Peace Conference, the diplomatic technique of the Greek representative Venizelos, his efforts and the attitudes of the Entente States towards the expectations of Greece will be discussed within the framework of Greek documents, Greek and British periodicals and research works, and the diplomatic process in 1919 will be analyzed only within the framework of Thrace.

Özet

Mondros Mütarekesi’nin imzalanmasından sonra Osmanlı coğrafyasında başlayan işgaller ve Ocak 1919’da toplanan Paris Barış Konferansı’nda alınan kararlar, Osmanlı Devleti açısından önemli bir sürecin başladığına işaret etmiştir. Paris Barış Konferansı Yunanistan’ın İtilaf Devletleri nezdinde parlamaya başladığı diplomatik bir süreç olmuş ve Yunanistan’ı temsil eden Başbakan Eleftherios Venizelos İzmir ve Trakya konusunda adeta tüm gücüyle mücadele etmiştir. Paris Barış Konferansı sırasında Yunanistan açısından ilk sonuca ulaştırılan konu İzmir olmuş, Yunan askeri kuvvetleri 15 Mayıs 1919 tarihinde İzmir’i işgal etmiştir. Yunanistan için İzmir konusunun büyük oranda çözüme ulaşması Venizelos’un Trakya konusuna odaklanmasına zemin hazırlamıştır. Bu açıdan bakıldığında Mayıs 1919 sonrasında konferansta Yunanistan’a dair konuların önceliğini Trakya’nın oluşturduğu söylenebilir. Trakya’nın Yunanistan’a devredilmesi açısından mesafeli duruş sergileyen ABD’nin tutumu bir yana bırakıldığında konferans sırasında Trakya konusunda Yunanistan’ı en fazla destekleyen devlet Fransa olmuştur. Paris Barış Konferansı sırasında Trakya konusunda tartışmaların ele alındığı bu çalışmada, Yunanistan temsilcisi Venizelos’un diplomasi tekniği, uğraşları ve Yunanistan’ın beklentilerine yönelik İtilaf Devletlerinin tutumları Yunan belgeleri, Yunan ve İngiliz süreli yayınları ve araştırma eserleri çerçevesinde ele alınacak ve 1919 yılındaki diplomatik süreç yalnızca Trakya çerçevesinde analiz edilecektir.
