Abstract
The development of ibtidai schools in Genç Sanjak between 1889 and 1914 reflects the complex dynamics of educational reforms in the rural provinces of the Ottoman Empire. Drawing on archival documents, this study examines the formation of educational infrastructure in the sanjak and the socio-economic, administrative, and cultural dimensions of this process. Despite obstacles such as geographical difficulties, poverty, and local tribal conflicts, Genç Sanjak offers a significant case for understanding the provincial reflections of educational modernization efforts. The implementation of the 1869 Maarif-i Umumiye Nizamnamesi in the periphery materialized first in 1891 with the opening of the “Burhaniye” ibtidai school in Arduşin, continued with the establishment of a school in Valir in 1899, and extended to other nahiyes and villages until 1912. These schools introduced innovations such as the enrichment of the curriculum with modern subjects, the limited participation of girls and non-Muslim students, and the growing educational demand among the local population. However, irregular teacher salaries, the shortage of qualified educators, and inadequate infrastructure repeatedly disrupted the educational process. Notably, the fact that İlyas Fehmi Efendi in Valir İbtidai School went unpaid for 17 months and Tahir Efendi in Mizak resigned highlight the devastating impact of financial difficulties on educational quality. The 1910 proposal by the people of Kulb to develop education and health services in an integrated manner underscores the role of local initiative in the modernization process. The participation of Armenian students in Tiyakar İbtidai School illustrates the reflection of ethnic diversity in education, while the attempt to open a girls-only school in Kulb reveals that the idea of raising healthy and moral generations through the education of mothers had begun to find resonance in the province, although it remained limited due to the lack of qualified female teachers. Prepared on the basis of Ottoman archival documents (BOA, İrade Dahiliye, Maarif İbtidai, Maarif Mektubi Kalemi, Maliye Nezareti, Şura-yı Devlet, Yıldız Perakende Evrakı) and salnames, this study illuminates the implementation difficulties of the Ottoman education system in the periphery and the influence of local dynamics on reform processes, while emphasizing the need for a stronger support system to achieve sustainable progress in education
