Günümüz itibarıyla, çağdaş devletlerin öncelikli görev addettikleri hususların başında, her ne saikle olursa olsun kendi sınırları içerisinde bulunan bireylere sosyal güvenlik hakkı sağlanması ve sosyal güvenlik şemsiyesi altına alınan kitlelerin genişletilmesi gelmektedir. Sosyal güvenlik sistemlerinin en kritik ilgi alanlarından birini de, hiç kuşkusuz sağlık hakkı ve hizmetleri teşkil etmektedir.
